CAP148 proposes to change the transmission access arrangements for certain types of generators, giving priority to new renewable generation. It was put forward in response to the significant delays caused by a bottleneck in grid connections, which has arisen due to problems with the transmission networks.
Ofgem’s assessment has shown that additional costs incurred if the proposal was agreed would outweigh any carbon savings which may result. This is due to constraint costs which would result from allowing significant numbers of generators to connect to the network before improvements have been made to transmission capacity. This was shown to be the case in all 5 variants of CAP148. Therefore Ofgem has the view that in no scenario would CAP148 lead to a positive outcome for consumers.
The consultation requests responses to Ofgem’s view of the proposal and to the assessment it has made of the impact. The deadline for responses is 28th August.
